A color photo showing several small sailboats at the Greater Lawrence Community Boating site on the Merrimack River. On the back of the photo are two letters. One a handwritten note from the office of Lawrence P. LeFebre, Mayor of Lawrence stating "Photo given by the Board of Directors of the Lawrence Boating Program. The photographer Rick English, was an original board member. Circa Spring 1983"

A second type written letter from the Greater Lawrence Community Boating Program titled "An open letter to Mayor Lawrence P. LeFebre". A brief summary of the letter:
 

 "Summary of the October 26, 1983 Open Letter

The Greater Lawrence Community Boating Program Board of Directors publicly thanked Mayor Lawrence P. LeFebre for his vision and leadership in creating a community sailing program on the Merrimack River.

Six years earlier, Mayor LeFebre recognized the river’s potential for recreation and, since swimming wasn’t feasible, proposed the innovative idea of sailing on the Merrimack. With his guidance, a coalition of business and community leaders was formed, private fundraising began with strong support from the Lawrence Eagle-Tribune, and resources such as land, boats, and docks were acquired.

Through Mayor LeFebre’s ongoing enthusiasm and hands-on involvement, the program grew from six boats to over seventy and now serves 1,400 members from the region. The Board credited the mayor’s vision, courage, and dedication for turning the dream of a vibrant, accessible community sailing program into a reality, calling it the best sailing program in Massachusetts."
