The mill appears to be two stories so far and is under construction. Workers are seen throughout the photo. A large pile of wood that reaches the second floor is seen on the right. An advertisement for colonial theatre is visible in the background on a building. A few trees and other buildings are also seen in the distant background. The photo is very highly contrasted and makes the foreground difficult to make out, the textures of the materials indecipherable.
