This photo is titled "Hokey Pokey". An elderly man is pictured holding a pushcart which is made up of a barrel on 2 small wheels with 2 larger wheels on either side. There is a handle which he is holding. There is an American flag attached to his cart. Notice the serious look on the man's face and in his eyes. In the background, an American flag attached to a building waves in the breeze. There appears to be minor water damage which covers the top half of the picture.
