This photograph shows the first buildings that were put up as part of the Heritage Common Project. The project entailed demolishing old buildings in the Elm, Jackson Street
areas and putting up new housing which was to be "affordable housing." The buildings are townhouse style and may have 4 - 5 homes per building. This photo shows two buildings already
standing and the foundation for a third building. A wire fence encloses the project during construction.
